Two funding opportunities are open to strengthen community‑based supports for families with young children. Competitive Family Resource Center (FRC) Program Funds at $250,000/year and Family Shelter grants at $25,000 or $50,000/year. A facilities funding interest form is embedded in both applications.
WHICH APPLICATION TO COMPLETE:
- Use the FRC RFP if you are a non-profit or public agency providing ongoing, weekly programming and family navigation for families with children prenatal to 5 since July 2022. Use the Shelter RFA if you are a family-serving shelter meeting the same eligibility criteria.

Grant Terms
FRC Program Funds: Mar 1, 2026 – Jun 30, 2027 (first term, up to $352,500), with continuation expected through June 2030 contingent on performance.
Family-Serving Shelter Grants: Jan 2026 – Jun 30, 2027 (first term), with continuation expected through June 2030 contingent on performance.
Who Should Apply
Family Resource Centers: Community‑based organizations that provide ongoing, weekly programming and family navigation for families with children prenatal to 5 since July 2022. Some faith‑based organizations may qualify if they meet all criteria.
What is a Family Resource Center?
A Family Resource Center (FRC) is a non‑profit or public agency that provides ongoing programming for families and caregivers with children prenatal to 5 years old, including family navigation services. To be eligible for this grant, FRCs must have provided these services weekly since July 2022.
Shelters: Providers serving families with children that offer ongoing programming and family navigation.

Shelter eligibility (must all be YES): Non‑profit or public agency; family‑serving shelter site in Alameda County; providing weekly programming since July 2022; providing family navigation since Jul 2022; serves families with children prenatal to 5 in Alameda County.
Funding Decisions and Selection
FRCs: Competitive review using a scoring rubric.
Shelters: All eligible applicants will be funded at the tier aligned with number of children served.
